CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Offshore Engineering Solutions Co.,Ltd. (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Two Sets of 1500m Work Class ROV Systems by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Bidding Conditions：The ROV system will be installed onboard general offshore construction support vessel,anchor handling tug, platform supply vessel and offshore lifting barge etc. The proposed ROV systems will be installed on the above type of vessels.
項目概況：該ROV系統(tǒng)以常見的工程船、三用拖輪、平臺供應(yīng)船、起重駁船為支持母船，購置的ROV系統(tǒng)將安裝在上述船舶上。

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．從關(guān)境外供貨產(chǎn)品的投標(biāo)人可以是制造商或代理商。如果從關(guān)境外供貨的投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。從關(guān)境內(nèi)供貨的產(chǎn)品不接受代理商投標(biāo)。
C. Bidders for products supplied from outside the customs can be manufacturers or agents. If the bidder to supply the goods from outside the Customs is an agent, the bidder shall obtain a legal formal authorization from the manufacturer of the goods to supply the goods for this tender. The products supplied from the territory of the Customs shall not accept the bidding of agents.

（3）業(yè)績要求Requirement for Bidder's reference:。
投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少兩個合同的海上作業(yè)工作級ROV（工作能力不低于1500米水深，額定功率不低于200Hp）供貨業(yè)績，每個合同至少包含一套與本次投標(biāo)的ROV型號序列相同的ROV，其中一個合同的簽訂日期不晚于2018年1月1日，且至少一個合同簽訂不早于2018年1月1日。交付過不少于兩臺系纜長度不低于850米的TMS。
The manufacturer of the bidder's bid products shall have the supply performance of at least two contracts of working class ROVs (working capacity of no less than 1500 meters water depth , rated power of no less than 200Hp) for offshore operations, each contract contains at least one set of ROVs of the same model series as the ROV in this tender, one of which is signed no later than January 1, 2018. And at least one contract signed not earlier than January 1, 2018. Delivered no less than two TMS with a cable length of no less than 850 meters.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、貨物數(shù)量、ROV型號序列及到貨驗收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、貨物數(shù)量、ROV型號序列及到貨驗收材料的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
