1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司（以下稱(chēng)為“招標(biāo)人”）委托，就流花16-2油田群開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LiuHua16-2 Oilfield Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule:
境內(nèi)貨物：合同簽訂后10個(gè)月內(nèi)交貨至指定交貨地點(diǎn)；
Goods From within PRC: 10 months after contract award based on DDP designated Destination of delivery.
境外貨物：合同簽訂后9.5個(gè)月內(nèi)以DAP指定交貨地點(diǎn)方式交貨。
Goods From outside PRC: 9.5 months after contract award based on DAP designated Destination of delivery.

2. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qulification of Bidder
A．制造商通過(guò)ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書(shū)；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

Requirements of Certificate of Bidder
A. 投標(biāo)人經(jīng) UL或FM認(rèn)證的可覆蓋泵排量1150m3/h產(chǎn)品型式認(rèn)證證書(shū), 請(qǐng)?jiān)谕稑?biāo)時(shí)提供UL或FM認(rèn)證證書(shū)復(fù)印件；
Bidder’s pump products type test that cover pump discharge volume 1150m3/h approved by UL or FM, copy of certificates shall be provided in tenderer’s proposal.
?。?）業(yè)績(jī)要求：
Requirement for Bidder's reference:
投標(biāo)人的成撬工廠(chǎng)提供的柴油消防泵應(yīng)具有不少于2臺(tái)（套）應(yīng)用于FPSO或MOU海上設(shè)施，均滿(mǎn)足泵排量不小于1150m3/h的技術(shù)要求,成功運(yùn)行時(shí)間不晚于2015年12月31日的業(yè)績(jī)，不接受新研發(fā)制造的產(chǎn)品。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件）和用戶(hù)或第三方船級(jí)社簽署的成功運(yùn)行證明文件；或2) 用戶(hù)或第三方船級(jí)社簽署的成功運(yùn)行證明文件。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境（應(yīng)用于FPSO或MOU海上設(shè)施）、泵排量不小于1150m3/h的技術(shù)要求。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境（應(yīng)用于FPSO或MOU海上設(shè)施）、泵排量不小于1150m3/h的技術(shù)要求、成功運(yùn)行時(shí)間，均視為無(wú)效業(yè)績(jī)。
The bidder‘s manufactory shall have at least 2 sets successfully operated no later than December 31th, 2015 references of Diesel Engine Driven Fire Pump for FPSO or MOU offshore facilities, which all meet the technical requirements of minimum pump capacity 1150m3/h, prototype equipment shall not be acceptable.
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contract(including technical appendix); and a certificate notice signed by End user or a third party classification society to verify its authenticity ; or 2) A certificate notice signed by End user or a third party classification society to verify its authenticity .
The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance(FPSO or MOU offshore facilities), technical requirements of minimum pump capacity 1150m3/h.
If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance(FPSO or MOU offshore facilities), technical requirements of minimum pump capacity 1150m3/h, successful operation time, the relevant reference will be deemed invalid.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2018年1月26日開(kāi)始至2018年2月2日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線(xiàn)操作，線(xiàn)下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Jan.26th, 2018 to Feb.2nd, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2018年2月27日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Feb 27th, 2018. Any bid beyond the required time and date shall be subject for rejection.
