1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標(biāo)人”）委托，就海洋石油工程股份有限公司恩平15-1項(xiàng)目橡膠護(hù)舷所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

(hereinafter referred to as “the Tendering?Agent”), entrusted by?Offshore Oil Engineering Co.,?Ltd.(hereinafter referred to?as “Tenderee” ),intends to purchase the Goods and the?relevant services required under the?project of EP15-1 OILFIELDS DEVELOPMENT PROJECT FLOATOVER FENDER SYSTEM by International?Competitive?Bidding. The Bidders are?kindly?requested?to provide the following?Goods and?services with sealed bids.

項(xiàng)目概況：恩平油田群開發(fā)項(xiàng)目計(jì)劃于2022年5月采用HYSY229船進(jìn)行EN15-1CEP組塊海上浮托作業(yè)，橡膠護(hù)舷系統(tǒng)，即導(dǎo)管架進(jìn)船導(dǎo)向護(hù)舷、橫蕩護(hù)舷和縱蕩護(hù)舷，將安裝在浮托駁船HYSY229上，以安全、高效的完成組塊海上浮托作業(yè)。橫蕩橡膠護(hù)舷 & 進(jìn)船導(dǎo)向蕩橡膠護(hù)舷的設(shè)計(jì)反力值800MT（設(shè)計(jì)壓縮量55%，變形量330mm），產(chǎn)品截面尺寸600X1180(mm)；縱蕩橡膠護(hù)舷的設(shè)計(jì)反力值132MT（設(shè)計(jì)壓縮量72%，792mm）；誤差均控制在（-10%，+10%）以內(nèi)。。

Overview: 

The Enping oilfield group development project plans to use hysy229 ship to carry out the offshore float-over operation of 15-1cep topside in May 2022. the rubber fender system, that is, jacket bow entry guides, sway and surge fenders, that will be installed on the floatover barge HYSY229 to enable the float-over installation of the topsides on the pre-installed jacket in a safe and efficient way. ,SWAY Fender & Guide Fender design reaction value 800MT (design compression 55%, deformation 330mm)，the section size is 600X1180(mm) ; Surge Fenders design reaction value 132MT (design compression 72%, 792mm); The tolerance is within (-10%, +10%)..

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference?of Bidder:

（1）資格要求

Requirements for Qulification of?Bidder ：

A. 如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證或三證合一營(yíng)業(yè)執(zhí)照的復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；

A. If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate or the business license of a three certificates shall be provided(all documents within the validity period);

B. 如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

B. If the bidder is an overseas registered company, it shall provide valid company registration certificate

C. 投標(biāo)人所投產(chǎn)品制造商通過(guò)ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；

C. The?manufacturer of the products offered by the bidder shall pass ISO9001?Certification,?and the Bidder?shall provide valid Certificate?of Quality?Management System?Certification.

D.?如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其在中國(guó)為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

D.?If the bidder is an agent, the Bidder shall be duly authorized bythe goods’ Manufacturer to supply the goods in this bidding project.

F.投標(biāo)時(shí)提供由船級(jí)社認(rèn)證的技術(shù)參數(shù)見證證書或測(cè)試報(bào)告（DNV，ABS或LR），材料材質(zhì)、強(qiáng)度等需滿足規(guī)格書要求，詳見規(guī)格書4.6部分。

F.Technical parameter certificate or test report (DNV, ABS or LR) certified by Classification Society shall be provided when bidding. Material material and strength shall meet the requirements of specification, see section 4.6 of specification for details.

G.投標(biāo)人承諾在供貨時(shí)提供由第三方船級(jí)社（DNV，ABS或LR）進(jìn)行的產(chǎn)品性能測(cè)試鑒定證書。投標(biāo)文件中投標(biāo)人應(yīng)出具與船級(jí)社的書面證明，確保船級(jí)社能夠在本項(xiàng)目中為產(chǎn)品取得相關(guān)證書。

G.BIDDER shall provide the certification of conformity, make sure that they are compliance with the quality requirements.

（2）業(yè)績(jī)要求：

Requirement?for Bidder’s reference:

2010年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)具有應(yīng)用于海上項(xiàng)目，且滿足設(shè)計(jì)反力值不小于800噸的橡膠護(hù)舷運(yùn)行業(yè)績(jī)（運(yùn)行業(yè)績(jī)時(shí)間為用戶驗(yàn)收時(shí)間）。

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、項(xiàng)目名稱、貨物名稱(橡膠護(hù)舷)、供貨數(shù)量、設(shè)計(jì)反力值、項(xiàng)目環(huán)境（海上項(xiàng)目），和用戶出具的驗(yàn)收文件。用戶出具的投入驗(yàn)收文件應(yīng)體現(xiàn)調(diào)試驗(yàn)收時(shí)間。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。 

From January 1, 2010 to the bidding deadline, the products submitted by the bidder shall have fender system performance of offshore?project that the design reaction value shall be greater than 800 tons (the performance time is the user acceptance time). The bidder shall submit the performance table in the prescribed format and submit relevant performance documents. Performance documents include but are not limited to: copies of sales contracts (including relevant technical attachments, including at least the following contents: contract home page, signature page, project name, name of goods（fender system）,quantity to be supplied，design reaction value，project?enveriment(Offshore?project), acceptance documents issued by users or other documents that can prove successful application. The acceptance documents issued by users shall reflect the acceptance time. If the performance documents are not submitted, or the performance documents provided do not reflect the above information, the performance shall be regarded as invalid.

3.有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2021年11月10日開始至2021年11月17日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。

The?interested Bidders may obtain the bidding document by following method: Please?login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the?page of Invitation for bid for purchasing Bidding document from November?10, 2021 to November?17, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase?Bidding documents online. The whole purchasing process must be operated online?and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to?purchase Bidding documents online is not eligible to bid.

4.投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年12月1日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

The?deadline and place for submission of bid: All bids must be accompanied by a bid?security as specified and must be delivered to4th floor meeting room, CNOOC?Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before?9:30am (Beijing Time) on De.c?1, 2021. Any bid beyond the required time and date shall be?subject for rejection.
