1.中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標(biāo)人”）委托，就恩平油田群開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co.,Ltd.(hereinafter referred to as“the Tendering Agent”),entrusted by Offshore Oil Engineering Co.,Ltd.(hereinafter referred to as“Tenderee”),intends to purchase the Goods and the relevant services required under the project of ENPING 15-1 Oil Fields Development Project by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and services with sealed bids.

規(guī)格描述：注水系統(tǒng)適用于102米水深

specification：the design water depth for Grout Packers,Pile Grippers,Diaphragms&Flanges and Grouting System is up to 102 meters.

交貨期Delivery Schedule:

境內(nèi)貨物：合同簽訂后17周（到項(xiàng)目現(xiàn)場(chǎng)）。

For goods within the PRC customs territory:17 weeks after signing the contract.（deliver to the worksite)

境外貨物:合同簽訂后14周（到裝運(yùn)港）。

For goods outside the PRC customs territory:14 weeks after signing the contract.(deliver to the departure port)

交貨地點(diǎn)Destination of delivery：

境內(nèi)貨物：深圳市赤灣勝寶旺場(chǎng)地

For goods within the PRC customs territory:Sambaowang Project Site in Chiwan Shenzhen

境外貨物：CIF Shekou Port

For goods outside the PRC customs territory:CIF Shekou Port，PRC

2.對(duì)投標(biāo)人的資格要求：

（1）資格要求

Requirements for Qulification of Bidder

投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。

The bidder shall be the manufacturer or agent of bid goods.If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.

（2）業(yè)績(jī)要求：

Requirement for Bidder’s reference:

投標(biāo)人所投產(chǎn)品制造商在2015年1月1日至2020年12月31日之間具有簽訂合同的海上導(dǎo)管架項(xiàng)目（注水和放空系統(tǒng)的實(shí)際使用水深大于等于90米）的銷售業(yè)績(jī)。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相應(yīng)證明材料，證明材料包括銷售合同（含相關(guān)技術(shù)附件）的復(fù)印件，證明材料至少須證明合同簽署時(shí)間、項(xiàng)目名稱（海上導(dǎo)管架項(xiàng)目）、貨物名稱、注水和放空系統(tǒng)的實(shí)際使用水深。所提供的證明材料無法驗(yàn)證合同簽署時(shí)間、項(xiàng)目名稱（海上導(dǎo)管架項(xiàng)目）、貨物名稱、注水和放空系統(tǒng)的實(shí)際使用水深，均視為無效業(yè)績(jī)。

The manufacturer of the goods shall have sale record(s)of Flooding and Venting System for the offshore jacket project from 2015 to 2020(the applied water depth for hydraulic driven flooding and venting system shall not be less than 90 meters).The bidder must submit the performance form in the prescribed format and submit corresponding certification materials.The certification materials include a copy of the sales contract(including related technical attachments).The certification materials must at least prove the contract signing time,the project name,the name of the goods,applied water depth.The certification materials provided cannot verify the contract signing time,project name,and applied water depth,which are all considered invalid performance.

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年9月6日開始至2021年9月13日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。

The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn)on the page of Invitation for bid for purchasing Bidding document from Sept.6,2021 to Sept.13,2020.For the first time of login,a registration(free of charge)is needed and only after successful registration,Bidder can purchase Bidding documents online.The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable,Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年9月29日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid:All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room,CNOOC Tower,No.6 Dongzhimenwaixiaojie,Dongcheng District,Beijing100027,P.R.China at or before9:30 am(Beijing Time)on Sept.29,2021.Any bid beyond the required time and date shall be subject for rejection.
